No. Interior Silestone kitchen countertops are not NOA-regulated, and you will not need a Notice of Acceptance number for a standard indoor install. The exception is a covered outdoor kitchen rated for hurricane protection, where we document the slab and fasteners against HVHZ structural standards.
No, and we would not do it. Silestone quartz is heavy, and laminate over particleboard cannot carry the load or provide a stable, level substrate. The old countertop comes out, the base cabinets get checked and reinforced if needed, and then we template and install on a solid plywood deck as part of our Bathroom Remodeling - Miami and kitchen services. In a CBS ranch, that often means shimming the cabinet tops because the concrete walls and floor have settled over decades.
The quartz surface itself is non-porous and salt air won’t stain or etch it. What salt air does attack is the steel support hardware hidden underneath: sink clips, corner brackets, and seam fasteners. We use stainless or composite hardware on every Miami install for exactly this reason. If you have an older Silestone install near the coast and you see faint rust lines at a seam, that’s a fastener problem, not a slab problem.
